Building Permits in Makkah: Check the Survey Before Design

Building Permits in Makkah: Check the Survey Before Design

Why start with plot details?

Before designing a project in Makkah, compare available plot details across ownership documentation, the survey report and the designer’s application file. Balady’s building-permit process includes selecting the survey report. An attractive design does not resolve inconsistent plot information, so identify discrepancies before approving a concept.

Survey review checklist

Record the report reference, date and stated purpose. Review plot and subdivision numbers, boundaries and dimensions with the office. Ask whether the report appears in Balady and is suitable for the intended permit. Do not change dimensions yourself to match an old drawing; ask for the appropriate formal procedure if details differ.

Is an older report sufficient?

Balady’s FAQ states that a survey decision is valid for three years and that an expired decision requires applying for another for the same purpose. For a changed purpose, it points to amending the decision before a permit is issued against it. Check the current platform status; a document date alone does not establish acceptance in a new application.

What if the report is not visible in Balady?

Balady describes an engineering-office service for entering older survey decisions issued in municipality systems. Ask the office to check the report’s source, reference and status before assuming it is lost or commissioning a replacement unnecessarily. Keep readable copies of the report and land documents for verification.

Do not infer plot rules from the city name

This guide does not prescribe one coverage ratio, height or setback for all Makkah plots. Ask the designer to verify the permitted use, site-specific requirements and any required external approvals shown in the application. Once the survey is checked, follow Balady’s authorization, design, technical review, municipal review and contracting process.

Before requesting advice

  • State the city, proposed use and current construction status.
  • Mention any existing permit or survey report without publishing ownership documents publicly.
  • Request a case-specific checklist and scope quote, not a universal price or date promise.
